  Natalie Adams has built a distinguished 26‑year career at Cardinal Health in Dublin, Ohio. She currently serves as Vice President, Strategic Partnerships, Specialty Networks, where she focuses on introducing new technologies and capabilities, supporting unique end-to-end programs to accelerate the launch and adoption of therapies to members. Over the course of her career, Natalie has held a range of leadership roles across both the medical and pharmaceutical segments, developing broad expertise in strategic sourcing, procurement, IT business transformation, and inventory management.
  A passionate and inclusive people leader, Natalie is deeply committed to delivering strong business results while developing current and future leaders. She holds a Bachelor of Arts in French Horn Performance from Capital University and an MBA with a focus in Organizational Leadership from Franklin University.
  Natalie is the proud mother of two children, Ben (20) and Alice (16).  She is currently the Co-Chair of the employee resource group: PROUD at Cardinal Health.  Outside of work, she serves on the board of directors for the Jazz Arts Group of Columbus.

  Ameer Ali is Sr. Director of Manufacturer Operations at Cencora. He joined Cencora in 2015 to support DSCSA related process implementations with responsibilities spanning both data exchange and barcode compliance as well as other non-DSCSA EDI and packaging functions. He participates regularly in industry groups to support process efficiency and best practices across the supply chain. These groups include HDA DSCSA exceptions, HDA Research Foundation, GS1 Rx Secure Supply Chain and GS1 GLN workgroups among others. He also took part in many industry pilots and FDA public meetings in preparation for phased implementation of DSCSA.

  Chris led the development of several innovative and sustainable cold chain packaging systems for Cardinal Health that has been recognized throughout the industry by various awards, speaking invitations, and publications.

   

  Chris is a member of the United States Pharmacopeia (USP) Packaging and Distribution Expert Committee, Co-Chair of the Storage and Transportation Sub-Committee, Expert Panel Member, and author/co-author of numerous general chapters and USP peer-reviewed articles.

   

  Chris is a board member of the International Safe Transit Association (ISTA) Pharma Group and co-author of several publications, to include best practice guidelines and white papers.
  

   

  Additionally, Chris is a co-author of several Parenteral Drug Association (PDA) Technical Reports covering temperature management including last-mile delivery.

   

  He holds a Bachelor of Arts degree from Norwich University in Political Science and a Master of Arts degree in Organizational Behavior.

   

  Chris is a classical guitarist, life-long photographer, traveler, and passionate about being outside with family and friends.

  Ilisa Bernstein, PharmD, JD, FAPhA, is President of Bernstein Rx Solutions, LLC, assisting clients in understanding and maneuvering through drug and pharmacy regulatory policy and compliance issues, strategies, and advocacy. She brings over 35 years of experience and expertise in the government, non-profit, and private sectors in achieving successful outcomes and advancing innovation.

  Dr. Bernstein spent nearly 5 years at the American Pharmacists Association (APhA). For 13 months, she served as the 14th CEO and Executive Vice President of APhA, the first woman to lead as CEO in the 172-year history of the association. She led all operations and strategies for APhA, the Board of Pharmacy Specialties, and the APhA Foundation. She joined APhA in 2019 as Senior Vice President for Pharmacy Practice & Government Affairs and guided APhA as the voice of pharmacists in all practice settings.

  For over 30 years, Dr. Bernstein held several senior leadership positions at the U.S. Food and Drug Administration (FDA). Notably, she was deputy director of FDA’s Office of Compliance in the Center for Drug Evaluation & Research, leading policies, compliance, and enforcement for drugs and for 19 years she had several senior policy advisor roles in the Office of the Commissioner. She started at FDA as a clinical pharmacology reviewer.

  Recognized for her achievements, she proudly received the 2023 Distinguished Alumni Lifetime Achievement Award from the University of Michigan College of Pharmacy and was chosen as one of the 2023 Top 50 Most Influential Leaders in Pharmacy.

   

  Dr. Bernstein was also senior associate director of worldwide regulatory affairs at Pfizer and completed a post-doctoral clinical residency at the National Institutes of Health. She earned her Doctor of Pharmacy from the University of Michigan College of Pharmacy and her Juris Doctor from American University Washington College of Law.

Scott holds a BS degree in Accounting from Penn State University and has nearly three decades of experience working with pharmacy data. In his capacity at IQVIA, Scott collaborates with retailers, software vendors, and various data suppliers, helping them gain insights into their market performance through business reviews and market analysis.

   

  Scott resides in Ludington, MI, with his wife and three children. He enjoys woodworking, honing his shooting skills, and volunteering. He actively contributes to his community through service on county boards, involvement with his church, and with the Mason County Sheriff's Office. Additionally, Scott and his wife are dedicated advocates for organizations aimed at combating human trafficking. Scott is also an Army Veteran who served in the U.S. Army Reserves and Pennsylvania Army National Guard.

Mr. Davis oversees HDA’s day-to-day
  

  operations and is responsible for ensuring that the organization’s members have a strong advocacy voice in legislation, regulation and policy.

   

  Mr. Davis joined HDA in March 2020 from the Association of Accessible Medicines (AAM), the nation’s leading trade association for manufacturers of generic and biosimilar medicines, where he served as President and Chief Executive Officer since 2015. Prior to AAM, Mr. Davis held leadership roles at the Pharmaceutical Research and Manufacturers of America and AstraZeneca, where in 2007 he was recognized as one of the inaugural winners of the CEO Leadership Award.

  Kristen L. Freitas is HDA’s SVP, Federal Government Affairs and Alliance Development. She is responsible for federal legislative advocacy where she develops and maintains relationships with key congressional legislators and their staff, as well as conducts direct lobbying in support of association policies and positions. Kristen also is responsible for fostering relationships with supply chain stakeholders to develop alliances supporting safe and reliable healthcare distribution in the U.S. Further, Kristen oversees the HDA Political Action Committee (PAC) and grassroots activities.

   

  Prior to joining HDA, Freitas worked as Manager, Government Affairs for PacifiCare Health Systems, and before that, for a specialty nursing association and for the National Association for Chain Drug Stores (NACDS).   Aaron previously served as a global security executive with companies such as Boehringer Ingelheim, Pfizer, Apple, and Purdue Pharma. Before transitioning to private industry, Aaron began his federal law enforcement career as a Special Agent for the U.S. Drug Enforcement Administration with tours in San Francisco, CA, Guadalajara, Jalisco, Mexico and Tucson, AZ. In addition to conducting undercover drug smuggling and money laundering investigations, Aaron also served on the DEA SWAT team. Aaron’s DEA assignment in Guadalajara has been featured in Netflix Narcos Mexico – Season 3. Aaron subsequently served as a Special Agent - Team Leader for the FDA - Office of Criminal Investigations, where he directed undercover investigations targeting suspects responsible for trafficking in counterfeit, illicit, and illegally diverted prescription medicines.

   

  Aaron has appeared as an industry expert on NBC Dateline – Bitter Pills, National Geographic’s documentary Illicit: The Dark Trade, and as a moderator for several US Congressional hearings on the dangers of counterfeit medicine.

  Dr. Mark Hardy, Pharm D is the Executive Director of the ND Board of Pharmacy. Mark is a native of Neche, ND and a 2007 graduate of the North Dakota State University College of Pharmacy where he earned his Doctor of Pharmacy Degree.

  On behalf of the Board of Pharmacy, Dr Hardy ensures the public safety by supervising licensing of pharmacists, pharmacies, pharmacy technicians, prescription drug wholesalers and manufacturers; establishing policies and regulations for the practice of pharmacy. He also is responsible for the operation of the state of North Dakota’s Prescription Drug Monitoring Program, which facilitates controlled substance information to help identify and inhibit diversion in an efficient and cost-effective manner.

  Mark has been active in the profession of pharmacy in North Dakota serving in leadership positions with the NDSU School of Pharmacy and the ND Pharmacist Association.   Larry Houck provides counsel on regulatory and enforcement actions by the Drug Enforcement Administration
  

  (“DEA”).  His career encompasses over 38 years conducting inspections, investigations and negotiating on behalf of both the government and industry.  Mr. Houck focuses on controlled substances, prescription drugs, and regulated chemicals, helping clients navigate federal and state licensing, registration, and compliance issues.  His focus is also on marijuana/cannabis regulation, including cannabidiol (“CBD”) and hemp.

   

  Mr. Houck counsels clients throughout the closed controlled substance supply chain on administrative, civil, and criminal proceedings.  In situations where registrants face enforcement action, Mr. Houck has extensive understanding of DEA’s approach and priorities.  He advises pharmaceutical and chemical registrants, including manufacturers, distributors, pharmacies, and healthcare facilities, on DEA inspections and accountability audits.  By working with clients on their regulatory policies and practices, he helps create the infrastructure to ensure compliant accountability, recordkeeping, reporting and security.

   

  Before joining Hyman, Phelps & McNamara in 2001, Mr. Houck served as a DEA diversion investigator and

  policy staff coordinator.  As a diversion investigator in the Washington, D.C. and Portland, Oregon, field offices, Mr.
  Houck conducted a full range of regulatory and criminal investigations and inspections of controlled substance and chemical registrants.  While serving as a staff coordinator for DEA’s Office of Diversion Control’s Liaison and Policy, he advised government officials and pharmaceutical and healthcare professionals on the Controlled Substance Act (“CSA”) and its regulations.  Mr. Houck drafted and helped implement DEA’s controlled substance regulations on numerous diversion control issues, including pain management.

  Mrs. Katie Laughery currently serves as the Acting Deputy Assistant Administrator for the Office of Diversion Control Policy within the Drug Enforcement Administration (DEA). In this capacity, she provides executive leadership and strategic direction on national policy matters impacting DEA’s regulatory and enforcement oversight of the controlled prescription drug and listed chemical industry. She advises the Assistant Administrator and senior leadership on a broad range of issues that shape DEA’s engagement with registrants, public health partners, and interagency stakeholders, ensuring policy decisions support both mission enforcement and legitimate medical and scientific needs.
  Previously, Mrs. Laughery served as the Business Operations Chief for DEA’s Rocky Mountain Field Division, overseeing the division’s fiscal strategy, staffing, headquarters engagement, and administrative operations across four states. In this leadership role, she strengthened data-driven decision-making, enhanced collaboration between field and headquarters leadership, and championed process improvements that advanced operational efficiency and workforce support.
  Prior to her field leadership assignment, Mrs. Laughery served as the Chief Policy Advisor for the Diversion Control Division, where she advised on complex regulatory policy issues and cultivated partnerships with industry and interagency counterparts. She also served as the Chief of the Office of Congressional Affairs, where she led DEA’s legislative engagement and guided the agency through numerous high-profile hearings. Her congressional leadership included securing the temporary extension of DEA’s class-wide scheduling of fentanyl-related substances — enabling continued interagency coordination toward a permanent solution during the height of the opioid crisis.
  Mrs. Laughery began her DEA career in 2016 as a Drug Science Specialist in the Quota and UN Reporting Unit, where she facilitated controlled substance quota adjudications to ensure adequate supply for legitimate medical, commercial, and scientific purposes.
  Before joining DEA, she served as a Department of the Army Chemist, supporting multiple overseas deployments and readiness exercises as a subject-matter expert in chemical and biological weapons. Earlier in her career, she worked in the Army’s forensic laboratory as a Drugs of Abuse Confirmation Chemist and began her scientific career as a Research Chemist at The Johns Hopkins University Dermatology, Clinical Immunology, and Reference Laboratory, contributing to national allergy testing and research programs.
  With more than 20 years of federal service, Mrs. Laughery’s career spans scientific research, field leadership, and executive policy roles. She is a U.S. Army veteran, having served as a Combat Medic, and is an alumnus of the University of Virginia (B.S. Chemistry, ’06), Johns Hopkins University (M.S. Biochemistry, ’10), and Liberty University (Ph.D. Public Policy, ’25).

  Cheri Oz was appointed as the Assistant Administrator of the Diversion Control Division in November 2025.  In this role, AA Oz serves as the principal advisor to the DEA Administrator on all matters pertaining to the regulation and coordination of programs associated with safeguarding the controlled prescription drug (CPD) and listed chemical supply chain.  Her responsibilities include authorizing the handling of CPDs and listed chemicals for 2.2 million registrants, coordinating major pharmaceutical and chemical diversion investigations; drafting and promulgating regulations; establishing drug production quotas; and conducting liaison and outreach with industry, intergovernmental, and law enforcement partners.  
  Ms. Oz is a 23-year veteran of DEA.  Her journey in law enforcement began in 1996 with the Phoenix Police Department, where she excelled as a patrol officer, Field Training Officer, and Detective.  Her contributions to DEA as a Special Agent span several enforcement roles across multiple Divisions including Los Angeles, Miami, and Seattle.  In these roles, she served on a Mobile Enforcement Team (MET), focusing on local impact gangs and in High Intensity Drug Trafficking Area (HIDTA) Groups focusing on complex conspiracy investigations.  She went on to lead a Tactical Diversion Squad where she supervised investigations targeting the people responsible for moving billions of legitimate pharmaceutical pills onto the streets, contributing to America’s opioid crisis.  Throughout her career, AA Oz led the charge on groundbreaking, multi-agency investigations that dismantled domestic and international criminal organizations.  
  In March 2020, she assumed leadership of the Phoenix Field Division as the Special Agent in Charge (SAC), overseeing seven offices throughout Arizona and guiding one of the agency’s highest-tempo operational environments. AA Oz’s wide breadth of experience and assignments along with her ability to organize complex, long-term operations involving state, local, federal, and foreign agencies made her the perfect choice for leading a division that sits as a chokepoint for the illegal drugs coming into the U.S. every day.

In addition, Heather also manages customer support, business enablement efforts, in addition to replenishment and manufacturer operations covering manufacturer programs and data.

  Heather’s combination of operational skills and business acumen uniquely positioned her to lead Cencora’s COVID-19 response team. In this capacity, she served as a vital resource to our associates, hospital systems and dispenser customers, as well as our manufacturer partners helping them navigate the complexities that COVID-19 brought to the pharmaceutical supply chain.

  Heather has 20 years of pharmacy, procurement, distribution, and supply chain experience, which she has utilized in her career at Cencora including that of SVP, Replenishment and Manufacturer Operations, Vice President, Distribution Center Manager at the Chicago Distribution Center, SAP business liaison; and running operations at the Canadian Distribution network.

  Heather received a Bachelor of Arts degree from the College of St. Benedict, St. Joseph, MN, and a Doctorate of Pharmacy degree from the University of Minnesota.
